CSOs are non-state, not-for-profit, voluntary entities formed by people in the social sphere that are separate from the State and the market. They can include community-based organizations as well as non-governmental organizations (NGOs). Examples include the United Nations Economic and Social Council, the US Agency for International Development; the United Nations Human Rights Council and many more.

Companies and industry associations can play a vital role creating and enforcing trust standards that ensure that technologies are used to advance authoritarianism.

Academia
Leading academic institutions must be vigilant to ensure that endowments are not unwittingly investing in tech innovation and military expansion of totalitarian states. Academic institutions also play an important role identifying and opposing efforts of authoritarian regimes to leverage universities to spread propaganda. Confucius Institutes are a prime example of organizations that work to support China’s CCP in the guise of cultural exchange.
