Former National Security Council Senior Advisor; Former State Department Civil Servant

Ryan Berger served in the U.S. government from 2017 to 2025, where he held various roles at the nexus of technology, economics, defense, and national security. He is now Chief Operating Officer of a consulting firm focused on technology competition. Ryan has counseled both Republican and Democratic appointees in positions such as Senior Advisor to the Deputy National Security Advisor for Cyber and Emerging Technologies (2024-2025), Chief of Staff to the Ambassador at Large for Cyberspace and Digital Policy (2022-2023), and Special Assistant to the Under Secretary of State for Economic Growth, Energy, and the Environment (2019-2021).

Ryan also served in the Office of Technology and Security Policy, Office of International Communications and Information Policy, Office of Sanctions Policy and Implementation, Office of the Under Secretary of Defense for Policy, and three overseas missions.

Before entering public service, Ryan worked between the private sector, research institutions, think tanks, and the media. He has a Master of International Affairs from Columbia and a Bachelor of Business Administration from Emory. A native of Connecticut, he has lived in France, Kenya, Brazil, Spain, and Israel, and he speaks Portuguese, Spanish, and French.
